It is an odd and very disturbing story. A hospital contractor in Northeast D.C. was attacked by rats on the job and she says they are the same rats that are eating bodies in the morgue.

I’d have that cleaned up in a few weeks at most ,, poison baits , blocking all entrances permanently with rebar and concrete ... it’s not really that hard.
Having the morgue near the trash/dumpsters isn’t unusual ,, in my experience the morgue is always out by the loading dock area for the convenience of the funeral homes... the nutritional services department is a bigtime user of the loading docks and there is always food for rats at the dumpsters.. I’d place poison baits not just in the immediate area but out as much as a block away if possible.

Although it might take a couple of shots because some rats can be BIG!.
