I believe the maximum penalty the college can impose is revocation of a degree. Typically, when this type of charge surfaces so many years after the fact, they will give the offending party the opportunity to resubmit the paper, particularly if they are a major donor.

The U.S. Army War College is a government organization. They don’t have donors. They will pull his degree, not much else they can do.
