Is this somebody from our side showing how that the fedgov has surrendered as far as illegal immigration? That (with the bridge context) is what I’d take it to be.

a white flag is clearly and historically a sign of surrender and usually a dramatic one at that.
I agree in that this stunt is the first one that has occurred that I would not be surprised to find that some patriots did it.
