If someone could do this on a major structure in a city full of cameras, couldn't they also place a dirty bomb, nerve gas canister, EMP device or bacterial agent there without anyone seeing until it was too late? How do you like your new lackadaisical Bolshevik mayor now, folks?

Yes, they most certainly could. Think, not only is it not that easy to get up to the top of the bridge but they got up BOTH sides, and they must have been up there a good little while.
Supposedly there are patrol cars at both ends at all times, but yet nobody realized this was being done.
It’s actually quite terrifying.
