You are quoting Haaretz? Sheesh. The FAA does not do that kind of stuff. The DOT has authority to suspend multilateral agreements, not the FAA. It is like saying the US Department of State has forbidding all travel to Israel. It is true that they have issued opinion, but it does not "forbid."
I am intimately familiar with the FAA. I deal with them for a living.
