It's the way the Outfit works. Look at Ex-Guv Blago. As long as he keeps quiet, he will get out of federal prison with a pardon, he will never starve, his family will be safe.

I'd water-board the whole class of politicians. They know who bribed them, for what, and how much. Then promise to shoot their entire family if they don't rat out everyone they know.
