We were in San Antonio for several days last week. Coming back on East I-10, beginning in San Antonio, we, too, saw numerous of those "look like private tour buses with no company name, blacked-out windows, etc.", heading toward Houston. The ones we saw had nothing on the marquee's.

I suspect all of these buses were purchased with US Taxpayer dollars just for this purpose. This “crisis” has been in the works for some time. Those behind this, from the top down, deserve to be tried for treason and sentenced accordingly.
