Don’t the Mayors usually have a say whether a Police chief stays or goes?
It all depends on the city charter. In some cities, it is the mayor, others it is the city council or the city manager.
Varies everywhere. Sometimes it’s elective, sometime it’s appointment by the city council, sometimes it’s appointment by the mayor - don’t know what applies here.
