I fully buy that he is mentally ill with a variety of issues on top of it all, though I’m not sure which takes precedence. The narcissism or the sadism. I am starting to lean sadism because he really seems to enjoy the misery he inflicts on people globally.

Agreed. There's no doubt in my mind that he watches the chaos he causes and sits there, laughing, in sheer delight.

Please read the article carefully. From the following points it's clear the Mahdi knew or had to know that the atrocity occurred more than 3 hours before he spoke:

1) The Ukrainian government announced the incident at 9:52 a.m. EDT;

2) The AP reported the Mahdi's remarks at 1:38 p.m. EDT, more than 3 hours after the atrocity; and

3) Regime spokespersons, speaking on background, reported the incident more than three hours before the speech.
