The world is going to condemn the act of shooting down a civilian passenger plane full of civilians. There isn't any defense or explanation that is adequate here.

Well your “rebels” just killed 298 people that had nothing to do with the conflict. They did so with Russian weapons from Russian backing. The commander on the ground that ordered this appears to be a Russian operative that has been reportedly involved with other Russian aggression elsewhere. And you expect the Russians to transparently investigate this... Right...
