Ask yourself, it they refused orders, and had this virtual rank and file mutiny, why did they not come forward for support of the people? This would be big, big time news...
Where was their news conference?? Why did they not go to the people for support, where massive support clearly exists?
Where was the rank and file spokesperson who stood up and said enough with all the mutineers standing behind him?

This is one person speaking up..and maybe has the support of others of the rank and file..but not command. Therefore...it's not going to be official.
People are afraid to speak out in many instances...for fear of losing their livelihoods.
I've had that happen in my job....and it makes for some interesting ethical situations.
