Has this “massive cut” been passed by teh Senate and signed by the President? Irrelevant. The Congress sets the budget and the President signs the budget. From that point forward, the House of Representatives writes the checks (appropriates funds) for the items in the budget.
This vote was to withhold funds (not appropriate then/not write the check) which does not require approval by the Senate or President.
So let the Democrats WHINE that the IRS isn't fully funded. BOO FUCKING HOO!!@!!!
