There are two problems with that ... one of which is that one cant force another country to take people in, when they dont want to. And its been made clear that they dont want to.
The other problem is that any country who forces any mass migration of a population out of an area in their military control is committing a war crime.

I'd say they made some serious errors, which only prolonged the terrorist attacks. I don't see how the actions of the murderous moslems haven't rendered those treaties null and void....You could say "Out of date".
