I think he can do it on his own. However, 1) this is not just a Texas problem, and, 2) there is no doubt the border patrol is doing exactly what Obama wants.

If Perry is the lone governor to deploy the Guard to secure a state border Obama might consider that worthy of escalation and in turn nationalize the Guard and order them to stop "interfering" with the border patrol. Then things might get really nasty.

Of course, maybe I'm wrong.

Yes a Gov , any gov can call out the BG
but for it to be a deterrent as perry outlines it must have the POTUS backing it
plus why should Texas pay for it alone?
If a state calls out the guard without the potus approval the state bears the cost
