This is all Clintonian wordplay and misdirection. I presume the US military has air, ground, and sea Special Forces teams positioned near hot spots and ready for emergency combat operations, especially on anniversaries of 9-11. The four trainers in Tripoli were brave men who wanted to help because the command structure wasn’t. They are irrelevant to any stand down order that actually matters here. The Obama administration waited until the attacks were over, so that it was too late to do anything. I have to wonder if the administration was taken by surprise by the second attack only.
Here are questions the “investigation” and reporters are hiding while they debate “stand down” orders:
1) WAS THERE A “STAND UP” ORDER?
2) WHO GAVE IT?
3) IF NOT, WHY?
4) WERE THERE PRE-ESTABLISHED ORDERS FOR RESPONSE TO THIS SORT OF INCIDENT?
5) WHAT WERE THEY?
6) WERE THEY FOLLOWED?
7) IF NOT, WHY?

Glen Doherty ignored that order, chartered a private plane on his own and arrived at the CIA complex just as Ty Woods and his team got back to it from their unapproved mission to save personnel at the consulate compound. Just as the jihadis began their attack on the CIA complex. He had time to fight alongside Ty Woods and others for several hours before the two of them were killed.
