That is double talk testimony from Lt. Col. S.E. Gibson if AP quoted him correct. To paraphrase Lt. Col. S.E. Gibson’s testimony stating there was no stand down order but rather a remain in place order initiated. What is the difference between a stand down order and a remain in place order, Lt. Col. S.E. Gibson? Both orders require the same action or rather no action be taken which equals ‘stand down’
