It is. Governors control the state national guards UNLESS... the pres steps in.

Then they are ‘federalized.’

This threat was made to some southern governors during the Civil Rights era.

The National Guard is loyal to their state.
Regular army & Airborne, they’re probably a lot less loyal to Caesar than he would like to think.
Their oath is to the Constitution, not a ‘blood oath’ to the little fuehrer.

I would think that could happen only if the governor was incapacitated or it being a national emergency.
