the Constitution also allows the President to call up any American forces in order for him to perform his Duty compelled by his oath as POTUS to protect our country from attack, or in this case, invasion.

I was unclear in my original question about who can call up the Guard. I wasn't trying to give Obama a pass, saying he didn't have the authority.

Rather, I wondered about this: Suppose Perry found the courage to call up the Texas National Guard, and sent them to the border. Could Obama then federalize the Texas NG, and order them away from the border?

No, the Constitution also allows the State to call up the States NG in a crisis bypassing
the POTUS should he not be up to, or willing to perform his Oath of Office or duty.

ALL the talk about Perry not being able to do anything is a LIE!
Remember that the next time you see it posted. It's not true. Perry has
the power to stop this as well, and is not performing the Same oath of office
that the President and every other leader takes!

Obama is not performing his oath of office and like a small spoiled child lighting the house on fire, is giving payback to the Congress for not doing what he is doing now,
Ignoring the will of the people and especially the Constitution.

Only the Congress can authorize Naturalization, the POTUS has no authority to act on his own.

Robert Sherman Quote:
Mr. Sherman thought that the interests of the State where the emigrant intended to
reside ought to be consulted, as well as the interests of the General Government.
He presumed it was intended by the Convention, who framed the Constitution, that Congress should
have the power of naturalization, in order to prevent particular States receiving citizens,
and forcing them upon others who would not have received them in any other manner. It was
therefore meant to guard against an improper mode of naturalization1, rather than foreigners
should be received upon easier terms than those adopted by the several States.

Whatever any nut case yells, this is a crisis, one that will destroy our country
and bring it down to third world status. Those INVADERS are also being bussed and brought
to our borders by their own top leaders, President or Dictator.

' This may be an unarmed invasion, but still an invasion. This no longer has anything to do with compassion by us. We must
protect ourselves from destruction.
