Why should we think that?
1. It’s not beyond the realm of possibility. Because it is symbolic.
2. How much would a pair of these shoes cost them, in their own country ?
3. Why would a “refugee” buy a pair of 0bama shoes ?
4. Are 0bama shoes sold in the local stores ?

1. Possible maybe, but seems highly implausible. (Why only 2 immigrants out of tens of thousands given shoes? Makes no sense at all if it is some symbolic gesture)
2. Seeing as they don’t seem like actual brand name shoes, but poorly made knockoffs, probably not much. I am going to go out on a limb and guess that almost every one of the illegals crossed the border wearing modern footwear of similar quality, so I think that shows they can afford shoes.
3. Foreigners have a tendency to buy almost anything that is associated with America? Or maybe they are just a fan of Obama, who is certainly regarded as a celebrity by plenty of foreigners.
4. It’s typical to find all kinds of knockoff “American-style” merchandise for sale, all over the world.
