Med and psych exams and all. They weren’t letting just ANYONE in.
America had to be sure new arrivals COULD work and would not just come here and flop! It made sense THEN... why not NOW?

It made sense then and not now because we have a totally different ethic. These new immigrants/invaders are just one of the crowd whereas 100 years ago they would have been an aberration.
