Has he used manpower to repel the invasion? How many casualties? Does he not need reinforcements? Is he winning?
The state is constitutionally eligible to repulse an invasion and it does not need Uncle Sam’s by-your-leave, or volunteer troops from elsewhere.
What it does need is the guts, at the state house (to pass the law governing it) and at the governor’s mansion.
And it has to be ready for the uber-tantrum from Washington if that occurs. Any benefit program to the state that Barack can yank, WILL be yanked.
