Truthfully, the feds require that Americans educate illegal aliens. I don’t like it any more than you do. The “Dream Act” is ridiculous and we are for accepting it. But, I guess, if they pay in-state-tuition it is what it is. Perry didn’t do that all on his own. The state legislature brought it up and backed him. Since Texas has a huge Hispanic population..as politicians...I get it. Not all are illegal.
I regret that you had the illegal problem on your and neighbors property. I rejoice in the fact that a fence across the small part of the state stopped your problem.
But truthfully, the fencing problem along the Texas/Mexico border is far more problematic. Building a fence in the middle of a river is tough. And who is gonna pay for it, if it could happen? The Feds sure won’t.
No slam against Cali intended but you have plenty of “sanctuary cities” (as do we). The illegals are still invading your state (a they are ours)...they are just taking a different route. The only people I see standing up are in Murrietta. And if what I read is correct...that may stop.
Your state is much like mine. Large Hispanic voter base. And I don’t see that you have, or have had, a governor that will stop it. Correct me if I am wrong.

I am aware of that. But the USSC also ruled that residency cannot be a determining factor in deciding who does and who does not qualify for instate tuition. Perry and other pro-ILLEGAL alien Texans found a way around that ruling by avoiding the issue of residency altogether and requiring instead that the ILLEGAL alien attended at least 3 years in a Texas high school. It was a way of circumventing the law and its result is clear; ILLEGAL aliens now qualify for and receive both instate tuition and financial aid that American citizens do not. Moreover, other states, including the Peoples Republik of Kalifornistan have followed suit. Thank you Rick Perry, you're such a leader!
I have heard all the arguments by those opposed to border fence and the presence of a river is by far not an insurmountable obstacle to it. Erect the fence on the Texas side of the river and that small obstacle is solved.

To my knowledge no one in this state proclaiming to be a "Conservative" has or will be running for POTUS. So as tired as you may be of hearing criticisms of La Raza Rick, they are sure to continue as long as he: a) continues falsely presenting himself as a conservative and b) with his pro-ILLEGAL alien record continues trying to get elected to the highest office in the land.
