I wouldn’t trust encryption with all the resources they have - odds are that they can read most of the encrypted stuff with little problem. It might take them more resources, but it sure shouldn’t be relied on and be used as a sense of security.
I believe it was US President Theodore Roosevelt who first coined the term "weasel words", and I've seen no better example than the title is this article. The number of "foreigners" targeted is irrelevant.

I just have a tough time taking him seriously, when, as Gary Kasparov said, he’s not also pointing out or investigating what could be wrong in Russia, but rather being selectively outraged at what goes on in just the U.S.. Call me what you will, but there’s plenty that’s going on that is simply not right in Russia, and the fact that Snowden is selectively outraged at the U.S. while turning a blind eye to issues concerning Russians and their own government, I have a hard time taking a biased, one-sided person like that seriously.
He has certainly told me a hell of a lot about what they are doing to American Citizens!!!!
