It is a subset of that 12% - males between the ages of 13-35 - that commit well over 50% of the violent crime.

By the time 90+% of that demographic own a firearm, they have already committed enough crimes to not be legally permitted to own it.

So, in sum, they aren't allowed. But they do anyway.
