Yes, but it’s pretty weak because there is a “reasonable limits” clause in the Charter. Our best protection has always been public outrage.

Nope. We hearken back to the Magna Carta and then our Bill of Rights; but the courts “interpret” it very loosely. We still have speech codes here.
