How about the one that IS on the books: Every state may defend itself against invasion if the Feds won’t.

I, § 10 No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
U.S. Const. amend. X The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
All States retain the right to self defense. The Federal government has refused to provide for the common defense, the raison d'etre for the Federal government. The States must repel invasion or the people will.
