Blackwater employees are mercenaries and not subject to the Uniform Code of Military Justice. Employment of mercenaries signals one of two things:
1. That the nation is not fully committed to war and is thus unwilling to spill too much of its own blood; or
2. That the nation wants dirty work done on its behalf that its own soldiers cannot legally perform.

Or both. Hiring contractors to do the army's job was never a good idea and was destined to end badly.

No disagreement from me on those. Never made sense why they were using contractors for so many security areas in a war.
