Starting in August, the Obama administration will dramatically revamp and cut back the formula it uses to send transportation funds to the states unless Congress replenishes the Highway Trust Fund
The Department of Transportation (DOT) predicts that the fund, which has traditionally drawn its revenue from the federal gas tax of 18.4 cents per gallon, will be depleted by late August .
The agency will use a previously-established formula to calculate the percentage of remaining funds that each state will receive, with new revenues coming in every two weeks as money from the gas tax comes into the fund.

About 3 weeks after the pay-as-you-go measure is in place, the flushing out of agencies that used the Fed Highway fund as a slush fund will begin, as they start crying about their budgets.

My state (Washington) has a particularly corrupt transportation division. They won’t spend a dime on anything except mass transit boondoggles. I’d love to see them go belly up.

Fine with me. States can prioritize what is more important to them, and if they want extra, can pay for it themselves. While it might sound bad to lose the money, the federal government has used the highway funds to force the states into supporting things they probably wouldn’t otherwise (55 speed limit). When the funding drops, so does the ability to use it as a weapon.
