I remember being shocked when republicans in the senate voted not to convict Clinton after his impeachment.

Who is to blame for the failure to convict Bill Clinton in his impeachment proceeding?

1. The 50 GOP Senators who voted to convict on one article and the 45 GOP Senators who voted to convict on the second article.

2. Or the five (ten) GOP Senators who failed to find him guilty.

3. Or the 45 Democrat senators who voted unanimously "not guilty".

Yeah, I can see how the Arlen Specters might have been a disappointment. But the real blame lies with the Tom Harkins.

All 100 Senators who voted 100 to nothing approving the ridiculous trial rules which handcuffed the factual presentation of the evidence. Throw in in fellow colluder, Chief Justice William Rehnquist for throwing his blessings on these bastardized proceedings and you would have realized in February 1999 what a far-gone joke our entire government had become.
