If the contract called for two $300 payments, what was the list of names and envelopes for?

Back to the Reverend. He and anyone he authorized to hand out money for votes would be considered GOTV workers. So to cover their tails, all Cochran and Staff have to do is deny that they did anything other than pay GOTV workers. Their campaign cash-out expenses will show only the amounts paid to GOTV workers.
