A do-over, because there is no way to know how the illegally cast ballots went. Once there are enough to match the margin of victory, MAYBE all of them were for the winner, who (now) MAYBE didn't win.

That's the best that can be done, and is the most generous to the challenger, as it assumes 100% of the illegal ballots went to the supposed winner.
