On the other hand: Halbig could allow an mass exodus from the program.

Hard to guess whether they meant "a mass exodus", or "en masse exodus".

Yeah, I had to read portions of it twice and still was left guessing what it actually meant. This part is clear:

Without subsidies, consumers in 34 states would face huge additional costs and, because of those costs, potential exemptions from the law.
