A few thoughts:
The Pastor says he SIGNED SOMETHING. That means there’s a record at the campaign of both him working for them and receiving cash.
The Pastor says there were individual envelopes prepared with 15 or 20 dollars in each. That implicates people back at the campaign office (more staff and managers) who prepared and/or knew about these envelopes.
For what purpose are individual cash envelopes being prepared in that small amount but for a payoff?
