Why would the Mexican El Presidente voluntarily discard this..? It would be an act of supreme illogic.
They have very powerful incentives to export their poor —they get rid of political pressure to change their vicious, rigged, narcokleptocracy, and later revenues are enhanced.

Their leadership is cooperating with ours; President Vicente Fox asked Bush II to leave the border open (for one of the reasons you mention: the huge numbers of unemployed young males were destabilizing the country), and Bush agreed.
