They have no MR pilots, none at all.
Jumping from one jet to another is not done, can’t be done, need all sorts of training, from ground school and systems knowledge to weapons, tactics and procedures. And with jets delivered with no trained pilots, and no AGE equipment, they make nice props for ramp photos but nothing else.
They don’t know how to start the jet, let alone fight with it.

But I would've thought that, with delivery imminent, at least some Iraqi pilots would've cycled thru Sheppard AFB, then Holloman or Luke -- wherever F-16 training is conducted.

They didn’t fly themselves there...
They didn’t come out of mothballs, not
and be reassembled in a matter of days....by people
who don’t know how, then flown on CAS sorties by
untrained pilots.
