Right, but you can’t vote in the Republican runoff if you voted in the Democratic primary

It is psuedo open...

Anyone can vote for the INITIAL Dem/Republican primary.

If there is a RUNOFFF, If you voted in the INITIAL REPUBLICAN primary you CANNOT VOTE in the RUNOFF DEMOCRAT PRIMARY or vice-versa.

If you DID NOT vote in either of the INITIAL Primaryies you are ALLOWED TO VOTE IN EITHER RUNOFF..

It is setup this way in order to prevent people from voting in their own primary then cvoting in a DIFFERENT runoff, becasue of they did it would essentually be them voting TWICE.
