A simpler solution would be to require every female from 14 to 44 in a household getting TANF, SNAP, Section 8 or SSDI to get a Norplant, IUD or regular Depo Provera injections (every 3 months). When you are off all welfare, you can stop or take out the contraception.
This prevents multi-generation welfare use via teen pregnancy.
It is a low cost solution to those women on welfare who have another baby when the youngest is about to start school so they don’t have to work.
It reduces Medicaid costs for children.
It encourages marriage to a man who can support his children.
It encourages those on welfare to get a job and otherwise get off welfare if they want a family.

More forced sterilization. The obvious solution is to stop the TANF, SNAP, Section 8 or SSDI. Why do you want other peoples’ tax money to support people who refuse to work?
