Yeah, your point is taken, like in the movie "Wargames," the only "winning move is not to play." The downside, the enemy makes the rules and if they keep pushing us into a corner, there might be no choice but to fight back. It becomes a game where the only choices we have look poor but they would be better than the alternative.
