If they are not specifically prohibited by law, there should not be any problem with watchers not affiliated with any candidate's campaign. Just because the 'allows' candidates to appoint watches, why would other concerned citizens be prohibited?
Hopefully the poll watchers ignored them and watched the polls.
This alone should make people see that our elections are no longer fair. Frankly, I have no doubt that we could be very disappointed in November. Once people know they can cheat and get away with it, they will continue to cheat.
