The drug cartels and their in situ gangs in reality work for the fed. You see the black projects need funding. Many of these projects are CIA directed. So the federal criminal org euphemistically known as the Central Intelligence Agency has to find ways to fund these projects which are not answerable to the Constitutionally designated purse string holders, the Congress and what used to be ultimately The People.

Runnning drugs to tens of millions of addicted Americans is a multi-billion dollar business from which the black projects get funding which is unaccounted in federal budgets ... if there is a budget any particular year. Nothing, and that means no thing will be allowed to interfere with the flow of monies reaped by the drug trafficking, because so much money flows to the funding of these black projects, only a scant few of which ever show up in military use.

And if you want to scare your own pants off, look at who is now running this criminal enterprise known as the CIA! And one last point: inside any economic bubble is room for billions in illicit funding to also pay the black projects bills.
