it is perfectly fine to pray and say that you hope evil people do not prosper or enjoy the fruits of their evil.
to bless them is to encourage them to do more evil. look at the homosexuals and see how much more evil they become when people and govt tell them how awesome they are and make them special privileged classes all b/c of the evil they do.
