The Texas State Guard (TXSG) is one of three components of the Texas Military Forces (TXMF), reporting to The Texas Adjutant General located at Texas Military Forces HQ, Camp Mabry (Austin), Texas. The Commander in Chief of the Texas Military Forces is the Governor of Texas. The other two branches are the Texas Army National Guard (TXARNG) and the Texas Air National Guard (TXANG).

Yes. Which means Perry is full of it since he’s C-in-C of the State Guard and it cannot be nationalized. He could order the State Guard to the border immediately.
Governor Goodhair is a populist who became a crony capitalist. Remember he was a Democrat who was state chairman of Al Gore’s 1988 presidential campaign.
