The government in Baghdad is in no position to give or not to give anything to anyone. If a loose group of poorly coordinated islamists is capable of walking in with rifles and taking cities, what can the Iranian army accomplish, if they come with tanks? Iraq is being carved into spheres of influence as we speak, and the dividing lines lie only where the defenders can defend them.
