It is possible. Computers do wear out and fail over time...
Was it a hard drive that went bad and is unreadable now, or was it the damage caused by the 16 pound sledgehammer used during the refurbishment of the unit?

Government email is not like a personal email account. By law, it needs to be backed up and archived.

Are they admitting here that her communications were done on her personal computer? (which would also be illegal)

These agencies send all data to central servers that are backup all over the place. There is no excuse. We need to lock down the server rooms.
