There is a reason the Constitution says that appropriations start in the House; there is a reason the Constitution specifies that House members must be re-elected every 2 years.
There is a reason that Conservatives state that border security comes FIRST. There is a reason that Conservatives state that existing border law must be followed.
In fact, since ALL appropriations must originate in the house of reprehensibles, I would argue that the mere existence of senate 'appropriators' is unconstitutional.
