The SOFA did not include immunity for US forces. They would have been liable under Iraqi law for whatever damages they incurred against Iraqis and their property. And Maliki’s government believed they could handle the situation. They still do in fact.
Gonna take a new PM or constitution to get past the tribal conflicts. I prefer a new constitution creating three federal states of the religious sects with a weak central government. They are coming from tribalism. It’s too much of a jump to go to a national parliamentarian system.
Consider western history. Post tribal governments of city state level persisted for over a thousand years before national governments existed. The city-state is the necessary bridge between tribes and nations.
