Impeachment is the US Constitution’s equivalent of an arrest.
The US Senate then has the final word as Judge and Jury.
Impeachment is the first Constitutional step, removal is the second.
Boehner, as Speaker of the House is equivalent to the arresting Policeman, but that Constitutional responsibility has so far only resulted in Boehner having yellow puddle panties.
