But, by the same token, Deyfon Pipkins should have submitted his burglary request in writing no later than two weeks before his planned break-in. Perhaps he did but mistakenly placed it at the City Hall display department in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying 'Beware of the Leopard'.
