No, this does not signal a tactical shift. It’s more of the same old plans. They are moving toward the creation of Islamic caliphate run by the Muslim Brotherhood, which would unite Sunnis and Shiites under shariya law meted out by the MB, but first they needed to get one country and kick out the secular government.
First they tried Egypt, then Libya and Syra (Libya was too chaotic). So, now, thanks to Obama, they are about to establish a stronghold in Afghanistan, their old stomping ground, with an expansion team that straddles Syria and Iraq.
Would you post information linking the Moslem Brotherhood to the ISIS? I haven’t read that connection. From what I know of the Islamic world, I think joining (in the sense of peaceful coexistence) the Shite and Sunni would not be acceptable to the majority of Muslims. On the other hand, if by joining you mean attacking Iran, destroying its religious culture and forcing the Shite into dhimmi status as they were in the Turkish Empire - that’s quite conceivable!
Here is an explanation of how the MB was trying to straddle the Sunni/ Shiite divide by beginning in Egypt. When Egypt failed, MB was forced to enter into the battle in Syria, where Iran was already working with Assad.
