Who knows? Heck it could be as simple as some smuggling group advertising (like the "flyers" in "the Grapes of Wrath"). Part of me can't really blame them for trying to get here - heck if I was born in Shitsville, Guatemala...I would want to come to the USA too.

That said...even if there is a simple answer...this is being seen/sold as a crisis.
